This proposal is viewed as an attempt by the SAU to expand its influence in the Great Lakes region, where infrastructure on the United States side is severely dilapidated. Sources within the Canadian Ministry of Transport indicated that maintaining the functionality of the nation's aging infrastructure, particularly its waterways, is an urgent priority, suggesting that SAU technical cooperation could be a "realistic option." However, the United States federal government previously condemned a similar proposal as "interference in internal affairs" and has expressed strong concern over Canada's current deliberations. Sources at the U.S. State Department warned that acceptance of SAU assistance by Canada would have "serious repercussions" for bilateral economic and diplomatic relations.
