According to the Municipal Information Department, Guangzhou authorities accused the HSANZ of condoning the activities of radio smugglers and cultural disruptors operating under its jurisdiction. The incident occurred on September 28 during the public broadcast of the Youth Sports Festival hosted by Guangzhou. Reports indicated that suspicious imagery, identified as scenes from outside the People's Republic, was interjected into the regular programming for several seconds. In response to this situation, the Guangzhou government has called it an "unforgivable assault on socialist purity" and strongly demanded that the HSANZ prevent similar recurrences and identify those responsible.
