Citing the 'cultural atrophy' theory proposed by Takeshi Kikuchi, a young cultural researcher at a Tokyo university, the Philippine side emphasized the stagnation of cultural development during the occupation period. In response, the Japanese delegation strongly refuted the report, stating it 'lacked historical objectivity,' and demanded its immediate withdrawal. Heated exchanges between the two delegations over the inclusion of the report in the official minutes led to a temporary suspension of the conference.
